Court to discuss IT security incident

The Polk County Commissioners Court will discuss and consider possible action regarding an information technology security incident that occurred recently. If deemed necessary, the Court may enter into an executive session to consult with an attorney.

Action regarding the USDA Forest Service, Private and Tribal Forestry Fiscal Year 2024 Wildfire Defense Grant will be considered, including the procurement of an administrator to prepare the application and administer the grant, if awarded, and the appointment of a selection/rating committee to review and score all eligible proposals and make a recommendation to the Court for the selection of a grant administrator.

The Court will also consider action regarding procurement of an administrator to prepare the application and administer the grant, if awarded, for the fiscal year 2025-2026 Texas Department of Agriculture Community Development Block Grant Program.

Action relating to expenditures from maintenance capital outlay buildings (budgeted funds) for the annual generator maintenance agreement at the Polk County Jail, in the amount of $18,750, will be considered.

The Court will consider approval of an order authorizing the sale of fireworks during the Diwali period of Oct. 30 through midnight Nov. 3.

Action regarding the re-bid for Precinct 1 annual bids, the bid for tunnel drain repair at the sheriff’s office and jail and the sale of surplus (scrap) metal and culverts for Precinct 3 Road and Bridge will be considered.

The Court will consider approval of the 2025 Polk County holiday schedule and will also consider rescheduling the Dec. 24 meeting due to the Christmas holidays.

In personnel matters, the Court will review and consider personnel action form requests submitted by department heads since the last meeting and review any authorized emergency hires.

Fiscal year 2024 and fiscal year 2025 revisions and amendments, as presented by the county auditor’s office, will be considered for approval.

A report from Polk County Recycling & Beautification will be presented during the portion of the meeting reserved for informational reports.

Items on the consent agenda include:

• Approve minutes of the Sept. 24 regular session and Oct. 1 emergency session;

• Approve schedules of bills;

• Receive and record personnel action forms submitted by elected officials since the last meeting;

• Approve order designating surplus property;

• Approve orders designating the regular terms for county court at law and justice courts for fiscal year 2025;

• Approve order to adopt the district clerk’s updated jury plan, as approved by the 258th and 411th district judges;

• Accept grant funds awarded to the sheriff’s office from the Texas School Safety Center for Tobacco Enforcement Program;

• Approve Lower Trinity Groundwater Conservation District request for the re-appointment of Scott Saxe as a board member for the term beginning Jan. 1, 2025 and ending Dec. 31, 2027;

• Receive grant award and authorize county judge to execute Contract No. C-01791 with the Office of Attorney General for Statewide Automated Victim Notification System Program for 2024-2025;

• Approve fire protection contracts with volunteer fire departments;

• Approve amended agreement with the City of Livingston for volunteer firefighting services;

• Ratify submission of the draft Polk County Multi-Jurisdiction Hazard Mitigation Plan to Texas Department of Emergency Management for review; and

• Approve engagement letter with Patillo Brown & Hill LLP for the fiscal yearend 2024 audit.
