Commissioners approve bids for arena improvements

WOODVILLE – In its regular monthly meeting on Monday morning, the Tyler County Commissioners Court approved bids for a series of improvements to the county’s rodeo grounds.

The commissioners approved a base bid, and six alternate bids, in the amount of $1,701,669 to Construction Zone of Southeast Texas, LLC, for site improvements to the facility.

The description of the project’s scope, in the construction plans, encompasses a series of general civil site improvements, which include a rehabilitation of the structure and cover of the bleacher area, new restrooms and sanitary sewer improvements.

Site improvements outside the area, along County Road 2025, include the demolition of the existing gravel driveway and storm lines, and the installation of a concrete driveway and other reshaping.

The funds for the project come from mitigation grant funds through DETCOG. Grant administrator Lesley Waxman, of David J. Waxman and engineer Stephen West, of LEAD Engineering, were present at the meeting. West said the bid package was up against three “very competitive” bids. The one caveat, West said, is that the bid package did not cover the cost for bleachers, which put the project at about $100K over budget.

Waxman thanked the commissioners and Judge Milton Powers for their work on the project; calling it “a real labor of love.”

“It has not been easy for various reasons,” Waxman said, and detailed some postponements in the process of bidding, due to various factors, including the recent hurricane that affected Texas.

One factor that Waxman said had been made clear to bidders was that none of the work was to interfere with any of the normal activities at the arena, such as the fair.
