County to consider action on Hurricane Harvey mitigation projects grants

The Polk County Commissioners Court is slated to discuss and consider action on several items regarding professional services for the Hurricane Harvey federal and state regional mitigation projects which are funded through the General Land Office (GLO) grants during its regular meeting at 10 a.m. Tuesday. These items include execution of the civil rights resolution and policies, the depository signatory resolution, the David J. Waxman Inc. grant administrator agreements and the Goodwin Lasiter Strong professional engineering services agreements. Additionally, the Court will review and consider approval of Amendment No. 5 to the GLO contract for the Hurricane Harvey buyout/acquisition program.

The Court will discuss and consider action related to a bid in conjunction with the request for outside auditor services and will also discuss and consider action related to the bid for exterior brick wall repair at the judicial center.

Several items are on the agenda regarding the courthouse restoration project.

The Court is expected to ratify approval of Change Order No. 001 approved October 2023 in the amount of $236,606.62 and Change Order No. 003 approved June 2024 in the amount of $94,668.06, both of which were paid from the project contingencies funds. Additionally, Change Order No. 005 in the amount of $419,039.87, to be paid from the restoration project funds, will be discussed and considered for approval.

The Court will also discuss and consider action regarding Terracon authorization to proceed with construction materials engineering and testing services at the courthouse.

A request from Precinct 2 Constable Bill Cunningham to appoint Mark Dubose to reserve deputy constable will be considered.

The Court is also slated to consider approval, approval upon conditions met, or rejection of two subdivisions – Island View Ranch Estates Subdivision in Precinct 1 and Ridge Lake Estates Phase 2 Subdivision in Precinct 4.

The personnel management system will be discussed and a budget workshop is on the agenda.

In personnel matters, the Court will review and consider personnel action form requests submitted by department heads since the last meeting and review any authorized emergency hires.

Fiscal year 2024 budget revisions, as presented by the county auditor’s office, will be considered for approval.

During informational reports, the Court will receive an update on the Lake Livingston Dam damage assessment and repairs in progress.

The Court will present a proclamation in recognition of Team Texas, world champions at the National Junior High Finals Rodeo and a proclamation in recognition of Leddy Lattner finishing sixth in the world in breakaway roping. Items on the consent agenda include:

• Approve minutes of the June 25 meeting;

• Approve schedules of bills;

• Approve order designating surplus property;

• Receive and record personnel action forms submitted by elected officials since the last meeting;

• Authorize veterans service officer to attend the Texas Veterans Commission August training conference to be held in Denton;

• Approve to file claim with the state comptroller, pursuant to Government Code Sec. 61.0015(B), for the reimbursement of a portion of the juror fees paid by Polk County during the period of April 1 through June 30;

• Ratify approval of Trinity River Authority’s request for temporary access to cross Polk County property (the old Southland Park site) for the purpose of trucking soil from the W.R. Baker property across to TRA property; and

• Approve a revised joint contract for election services with the City of Livingston for the county’s provision of election equipment and services for the Nov. 5 General Election, as recommended by the county clerk.
