Memorial Point Utility District seeking bids #2

LEGAL NOTICE Sealed bids, in duplicate, for '2023 Sanitary Rehabilitation Phase No. 1”, LEI Job No. 326-013, Contract No. 2,' addressed to Mr. John J. Engbrock, Jr., President, and Board of Directors, Memorial Point Utility District, will be received at the office of Langford Engineering, Inc., 1080 West Sam Houston Parkway North, Suite 200, Houston, Texas 77043-5014 until 10:30 a.m., Thursday, July 18, 2024, and then publicly opened and read in the Conference Room, at 10:30 a.m., Thursday, July 18, 2024. Work under this Contract includes but is not limited to: mobilize equipment and personnel, clean and televise sanitary sewer lines, rehabilitation of existing sanitary sewer lines by method of pipe bursting or cured-in-place lining, rehabilitation of non-fiberglass manholes, sanitary service connections, Post-TV of rehabilitated sewer lines, and clean-up and restoration. Plans, Specifications, and Bidding Documents may be secured from the office of Langford Engineering, Inc., 1080 West Sam Houston Parkway North, Suite 200, Houston, Texas 77043, on deposit of One Hundred Dollars ($100.00) per set. Contract Documents can be downloaded for free from (www.CivCastUSA. com). Deposit for Plans, Specifications, and Bidding Documents will not be refunded: 1) if no bid was submitted or, 2) if not returned in same condition as when issued or, 3) if not returned within five (5) calendar days after bid opening. Subject to the preceding provisions for a deposit refund, the refundable deposit only applies for one set of Plans, Specifications, and Bidding Documents. Additional sets will be furnished at a cost of One Hundred Dollars ($100.00) per set. Plans, Specifications, and Bidding Documents may be examined at the following locations: Langford Engineering, Inc. www.CivCastUSA.com 1080 West Sam Houston Parkway North, Suite 200, Houston, Texas 77043-5014. In conformance with applicable statutes, the general prevailing wage rates in the locality in which the work is to be performed have been ascertained, and such rates shall be the minimum paid for labor employed upon this project. In addition, the successful Bidder must ensure that employees and applicants for employment are not discriminated against because of race, color, religion, sex, age, or national origin. Effective January 1, 2016, pursuant to Texas Government Code § 2252.908 (the “Interested Party Disclosure Act” or the “Act”), the OWNER may not award the contract to a bidder unless the bidder has provided to the OWNER a completed and signed TEC Form 1295 which has been assigned a certificate number by the Texas Ethics Commission (the “TEC”). Pursuant to the rules prescribed by the TEC, the TEC Form 1295 must be completed online through the TEC’s website, assigned a certificate number, printed, signed and provided to the OWNER. The TEC Form 1295 may accompany the bid or may be submitted separately but must be provided to the OWNER prior to the award of the contract. The OWNER reserves the right to reject any or all bids and to waive informalities in bidding. In case of ambiguity or lack of clearness in stating the prices in any bid, the OWNER reserves the right to consider the most advantageous construction thereof, or to reject the bid. The award will be made to the responsible bidder submitting the lowest acceptable bid. The OWNER shall evaluate bids based on total cost, CONTRACTOR experience with OWNER, CONTRACTOR experience with other entities, equipment, and deliverability within the project time, AND deliverability of the completed work. The CONTRACT will be awarded to any responsible person or persons that, in the Board’s judgement, will be most advantageous to the District and result in the best and most economical completion of the District’s proposed plants, improvements, facilities, works, equipment, and appliances. Work under this contract is contingent upon release of funds from the Texas Water Development Board (TWDB). This project is subject to United States Iron and Steel (US I&S) requirements of Texas Water Code §17.183 and/or Texas Government Code, Chapter 2252, Subchapter F, as amended by SB 1289, 85 th Legislative Session, as applicable. All prospective bidders, please be aware that this contract does require Bonds for Bidding, Performance, Payment and One-Year Maintenance. All bid requirements and information are included in the contract. A Mandatory Prebid Conference will be held in the Conference Room at Langford Engineering, Inc., 1080 West Sam Houston Parkway North, Suite 200, Houston, Texas 77043-5014 at 10:30 a.m., Thursday, July 11, 2024.
