Shepherd looks into alcohol sale

— A plan to address by-the-glass alcohol sales will require more investigation by the City Council, since any requests for that must be made by a business or individual.

City Secretary Debra Hagler said a company interested in establishing a restaurant was looking to set up in Shepherd but wanted to provide by the glass alcohol sales. Currently the city allows package sales only, or items to be consumed offpremises.

She said that city officials did not realize that the council cannot initiate the process.

Hagler said there is quite a bit of red tape, and there are procedures to get the item on the November ballot. Business owners or residents have to handle the process, which includes a first petition with 10 signatures, and a second petition with signatures of 35 percent of voters that participated in the last gubernatorial election.

The council moved to investigate the matter.

In other business, the council:

•discussed a replacement for City Attorney Larry Foerster, who will retire at the end of July. The council approved doing an interview at the July meeting;

•approved all necessary item for a Texas GLO MITMOD grant to be used to drill a new well, which will give the city four well;

•approved a variance to put a storage container on property on Ross Street, with the proviso that it will be disguised behind fencing and landscaping;

•Set a public hearing on a lot split for the next council meeting on July 8; and

•entered a contract with ED-IT for computer updates and repairs.

At a special meeting on May 28, the council approved an agreement with DETCOG to provide emergency radio service.
