Executive session in non-compliance

All members of the court convened into executive session in non-compliance with the Texas Open Meetings Act to discuss personnel matters in Pct. 4. Prior to going into executive session Judge Faulkner said he didn’t have anything for executive session and asked if any of the other commissioners had anything. Pct. 4 Commissioner Mark Nettuno said he had a personnel matter needing to be discussed. The court’s agenda simply stated the section of law (personnel matters) allowing the court to go into executive session.

The court’s agenda did not state or give the public a general idea of the personnel matter to be discussed in executive session as the Texas Open Meetings Act stipulates. The court came out of executive session about 3 p.m. indicating no action had been taken on the personnel item for Pct. 4. During open forum, Linda Hix, speaking on behalf of Pct. 4 Constable Lou Rogers, told the court that a demonstration and training on thermal imaging equipment received through a grant by Pct. 4 in February would be held May 1 from 7-9 p.m. at the Point Blank Volunteer Fire Department. She invited the court and law enforcement offi cials to attend.
